Monmouth couple charged with drug offenses, identity theft

MONMOUTH -- Police arrested a Monmouth couple Oct. 23 for stealing a credit card and using it 37 times in Polk County and Salem.

Jody Lee Riggs, 34, and Celeste Janae Dixon-Riggs, 30, also stand accused of marijuana offenses.

Specific charges include.

♦ 37 counts of identity theft.

♦ One count of second-degree forgery.

♦ One count of fraudulent use of a credit card.

♦ One count of endangering the welfare of a minor.

♦ Two counts of delivery of a controlled substance.

♦ One count of manufacturing a controlled substance.

Serving a search warrant at the couple's home at 314 Monmouth-Independence Highway, Monmouth police officers allegedly found stolen property. They also allegedly found eight marijuana plants and 23 starter plants under grow lights in a closet.
