Pcl Offices To Move Temporarily

PCL recently signed an agreement to lease Independence's old city hall at 240 Monmouth St. while the organization's administrative headquarters off Main Street in Monmouth undergoes renovation and remodeling.

Independence City Council had recently hired a real estate agent to begin marketing the downtown locale. A lease agreement was approved last week.

PCL won't be paying rent, but will cover maintenance, utilities and insurance on the building during its stay.

"This is a good neighbor opportunity for them and us," City Manager David Clyne said. "We support and want to be able to help their activities."

PCL is a nonprofit established in 1986 that provides residential and employment services to individuals with developmental disabilities in five Oregon counties.

The deal with PCL will last from September through the end of January. Gary Zenzen, PCL business development director, said a move will begin next week.

The city began marketing its 8,700-square-foot facility in May. The facility has been vacant since January, when staff was moved to the Independence Civic Center.

Clyne said officials felt allowing short-term use by a local group would at least save the city the burden of costs associated with owning an unused property as it continues to advertise it.

The property has drawn interest, including several nonprofits seeking a purchase, Clyne said.

"But there haven't been prices that are consistent with what we would like them to be for that downtown location," Clyne said. "This isn't the best time to sell the building and get the best return.

"That spot is an opportunity for development and revitalization."

PCL's current facility at 480 E. Main St. in Monmouth, a former pizza parlor and a department store before that, houses about 70 full-time and remote staff members. The building is overdue for a facelift and renovation, Zenzen said.

"The way things are configured right now, it's very crowded," he said. "We'll be tearing down hallways and opening space up."

Heating, air-conditioning, plumbing and electrical systems will also get much-needed upgrades, Zenzen said. Rough cost estimates for the project is $300,000.
