INDEPENDENCE -- The city of Independence hired Gloria Butsch as its new accounting manager last month.
Butsch will assume most of the duties associated with the city's old finance director slot, including managing the finance employees and overseeing utility billing and payroll.
City Manager David Clyne said Butsch will also assist him in overseeing and developing the city's budget and financial forecast.
Independence has been without a full-time finance director since 2008; that lack of expertise led to some areas of concern noted in a 2010 audit.
The city used finance consulting services until hiring an interim finance director last year while hunting for a full-time employee.
"It's not cost effective to keep consultants on board," Clyne said, noting recruiting a public-sector finance director for a city as small as Independence has been a challenge.
A Northern California native, Butsch started doing accounting work in 1981 for commercial businesses in Alaska before moving to Oregon in 1995.
She then earned an associates degree with a business management emphasis from Oregon Coast Community College, and later spent 10 years doing municipal audits for Newport-based CPA Grimstad and Associates.
She was the financial manager for the Seal Rock Water District in Newport for 2« years before coming to Independence.
