DALLAS -- Donavan Watkins, who served briefly as a city councilor in Falls City, was arrested on rape and sex abuse charges last week.
A Polk County grand jury indictment charges Watkins, 35, with first-degree rape, first-degree sodomy and unlawful sexual penetration with an object, all class A felonies, and a fourth charge of first-degree sex abuse, a class B felony.
Watkins, now a Dallas-area resident, was arraigned on the charges on Aug. 13, with a "not guilty" plea entered on his behalf, according to court records.
The charges stem from incidents involving a girl younger than 12 years of age, according to the grand jury indictment. Police were notified of the alleged crimes on July 23.
An arrest warrant was issued for Watkins on Aug. 7 and he was taken into custody by Polk County Sheriff's detectives on Aug. 12.
He is being held at the Polk County Jail on $250,000 bail and is scheduled for a pretrial conference in Polk County Circuit Court on Sept. 3.
Watkins was elected to the Falls City Council in 2008, but resigned in March 2010, before the end of his first term, because he was moving out of town.
